Exploration of options within public pathology rather than outsourcing can create savings while preserving clinical integration, education and research. It can also ensure that expensive low value but necessary tests remain accessible for patients.

Outsourcing can be to a public pathology / NHS provider or private. As can partnering rather than outsourcing. I agree that clinical integration, education and research are all important. Other important factors to be considered include access to a low cost supply chain for equipment and reagents and recruitment / retention of staff.
